Encompass Leadership Team

The Massachusetts Society for the Prevention of Cruelty to Children (MSPCC) is the lead agency among a select group of state and community stakeholders working together to support foster parents in ensuring the safety and wellbeing of children in foster care through our newest program, Encompass: Community and Collaboration for Foster Families

 

Our leadership team is a diverse group of professionals and child welfare organizations committed to implementing an enhanced foster care system that engages communities, trains caregivers to minimize the impact of trauma, supports the unique role of kinship caregivers and strengthens information sharing among and between parents, foster caregivers and the Massachusetts Department of Children and Families (DCF).

 

Lynn Barrieau is the Acting Executive Director of Court Appointed Special Advocates/Guardian Ad Litem (CASA/GALs) of Worcester County, a not-for-profit organization committed to speaking for the best interests of abused and neglected children in the Worcester County Courts. 

 

Dr. Heather Forkey, MD, is the Clinical Director of The FaCES (Foster Child Evaluation Services) Clinic at UMass Memorial Children’s Medical Center, which provides accessible and comprehensive health care for children in foster placement in a child-centered and trauma-informed way.

 

Kathy Savage Mills, PhD, LICSW, is the Vice President for Programs at The Health Foundation of Central Massachusetts, a conversion foundation created in 1999 to improve the health of those who live or work in Central Massachusetts, with an emphasis on vulnerable populations, unmet needs, and social determinants of health. 

Beth Barto, LMHC, is the Chief Executive Officer of LUK, Inc., a not-for-profit social service agency located in central Massachusetts dedicated to improving the lives of youth and their families, offering a full spectrum of programs addressing mental and behavioral health, trauma, addiction and substance abuse prevention, and homelessness.

 

Jaime Caron, LICSW, is the Regional Director of DCF Central Massachusetts. The Massachusetts Department of Children and Families (DCF) works in partnership with families and communities to keep children safe from abuse and neglect.

 

 

Catherine Twiraga is a long-time foster and adoptive parent and the president of the Massachusetts Alliance for Families, an advocacy association dedicated to enhancing the quality of life for children who cannot live with their biological families and for the families who care for them.
